There are several provinces to visit, a fiscal-year deadline, and sometimes a TV broadcast or subtitles for abroad. I handle both layers at once because I go into the field myself on every job (I have slept at a villager's house to close a job on time). Quotations and the paperwork your agency needs are no problem, and all music is properly licensed.

How I handle this kind of jobmore than pointing a camera
Agency and community documentaries have two layers: the project topics must all be covered, yet viewers must feel the people on the ground. I handle both because I go to every location myself, and I issue the paperwork agencies require.
The order things happen
Send the TOR or project topics; I break them into a story
I read what must be covered, then map each topic to a person, a place and an interview so the document is satisfied without the film becoming a read-out report.
Count locations, provinces and interviewees
The number of sites sets travel and shooting days. For fiscal-year deadlines I have stayed overnight on location to finish in time.
Name the channel from the start
Broadcast, the agency page, a conference, or overseas screening with English subtitles — each differs in length, aspect ratio and sound standard, so it is decided before the shoot.
Paperwork and licensing complete
Quotations and supporting documents follow the agency's format. All music and sound is licensed for every channel, television included.

The film has to air on television. Is that possible?
Yes. I produced two films for the Queen Sirikit Department of Sericulture for broadcast, and an English-subtitled piece shown in France. Give me the station's spec and the files will match it.
How many revision rounds, and how do I get the files?
You review on an unlisted YouTube link with 3–5 rounds of changes as agreed, then the master files arrive by Google Drive. Music and sound effects are properly licensed for every channel.
